The procedures for organizing and conducting qualification exams are established in accordance with the Decree of the President of the Republic of Uzbekistan No. PF-4958 dated February 16, 2017 “On further improving the system of postgraduate education”, the Resolutions of the Cabinet of Ministers of the Republic of Uzbekistan No. 365 dated December 28, 2012 “On measures to improve the system of postgraduate education and certification of highly qualified scientific and scientific-pedagogical personnel” and No. 304 dated May 22, 2017 “On measures to further improve the system of postgraduate education”.

Candidates conducting dissertation research for the degree of Doctor of Science pass qualifying exams in the specialty and a foreign language (English, French or German) in accordance with the topic of the dissertation.

Qualifying exams are taken based on programs developed and approved by leading higher education and research institutions and approved by the OAC, and additional qualifying exams are taken based on the curricula of the relevant master's degree.

The commission consists of five to seven members with academic degrees, including a chairman who is a candidate of science with the degree of Doctor of Science or the academic title of professor in the relevant field of science.

The foreign language commission is formed in a composition of five to seven members from among relevant specialists.

The admission of qualifying exams is held in sessions in February, May, November and December according to a set schedule.

The list of examinees is approved by order of the head of the institution and indicates the place and time of the qualification exam.

Other organizations apply in writing to the institution where the qualification exams are held by the 20th of the month preceding the month in which the next session of taking the qualification exams is held, attaching a copy of the candidate's identity document. The application must clearly and completely reflect the information about the registration of the candidate's subject with the OAK and the means of contact with the candidate (telephone number, e-mail address, etc.).

The applicant's level of knowledge is assessed on a 100-point system as follows:

From 86 to 100 points - excellent;

From 71 to 86 points - good;

From 55 to 71 points - satisfactory;

From 0 to 55 points - unsatisfactory.

Applicants who successfully pass the qualification exams will be issued a certificate within ten days. The certificate will be signed by the chairman of the commission and the head of the organization.

This certificate is valid for five years.
